The ambulance goes first with their right of way, then the school bus, then the cop, then the black car.

It's supposed to be whoever stopped first at the stop and then goes around to the right of him in a circle. But with the official vehicles there and no way to tell who got there first, it should be prioritized with common sense.

I would.....
The ambulance would only go first if they have their emergency lights on (I was an EMT). I got scolded by a very nice officer who followed me to the hospital with a patient, didn't have the lights on. But that's another story as to why.
The school bus does not have any right of away that the other vehicles don't. Drove bus for about 3 yrs.
Police don't have the right away unless they have on emergency lights. But I'm with you, I'd rather follow them.
But seeing they all got there at the same time...
Ambulance, car, officer, school bus.

The one to the right in turn rule, rules out confusion. Best to obey the rules. It has nothing to do with patience. Break the rules you make other people impatient with you.

it depends on the country. add in a byclylist or a horse and carriage then have it . in Germany the horse has the right of way at all times.

Wasn't there a scripture about the road less traveled? I looked and couldn't find it offhand. I did find this...

Matthew 7: 13-14
13 Enter ye in at the strait gate: for wide is the gate, and broad is the way, that leadeth to destruction, and many there be which go in thereat:
14 Because strait is the gate, and narrow is the way, which leadeth unto life, and few there be that find it./
