Beast with 2 Horns - Israel?

Rev 13:11 And I saw another beast coming up out of the land, and it had two horns, like a lamb, and it was speaking as a dragon,
Rev 13:12 And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.
Rev 13:13 And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men, (Young's Literal Version)

I think the second beast that came out of the land was Israel, and that the two horns were probably the Roman appointed king along with the high priest.

The kings (Herods) worked for the 1st beast (Rome) ruling over Israel (or parts of it) as tetrarchs.

OK. Beat it up! ;)
 
In my studies of Revelation, these beasts (except for those described as being in the presence of God) are symbols of Satan's influence on the earth at different time periods. For example, it states that the beast had two horns like a lamb. Think about that...this beast is trying to imitate a lamb. Who is the true Lamb? It also spoke as a dragon, or what could be compared to as a serpent. Who is the great serpent from Genesis at the time of Adam and Eve?

The serpent is the devil.

Of course, it is the two horns that are "like a lamb." And horns are kings or someone in a prominent leadership position. The beast itself would be a nation, the two horns its rulers.

And a little on the Herods and religious leaders

Mat 2:16 Then Herod, when he saw that he was mocked of the wise men, was exceeding wroth, and sent forth, and slew all the children that were in Bethlehem, and in all the coasts thereof, from two years old and under, according to the time which he had diligently enquired of the wise men.

Mar 6:16 But when Herod heard thereof, he said, It is John, whom I beheaded: he is risen from the dead.

Luk 13:31 The same day there came certain of the Pharisees, saying unto him, Get thee out, and depart hence: for Herod will kill thee.
Luk 13:32 And he said unto them, Go ye, and tell that fox, Behold, I cast out devils, and I do cures to day and to morrow, and the third day I shall be perfected.

Mar 8:15 And he charged them, saying, Take heed, beware of the leaven of the Pharisees, and of the leaven of Herod.

Joh 8:44 Ye are of your father the devil, and the lusts of your father it is your will to do. He was a murderer from the beginning, and standeth not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father thereof.

Oh, yes, I would agree that the horns probably represent leaders. I was just pointing out how Satan loves to imitate Christ to deceive people.
 
The Beast with the two horns referenced in Rev 13:11 is actually the False Prophet.

The False Prophet gets his authority and power from the first Beast, aka the Anti-Christ. The False Prophet will lead the one world church and try to get everyone to worship the first Beast, as stated in Rev 13:12.

Why do people believe the False Prophet? No doubt it is stuff like causing fire to come out of the sky and strike the earth, as stated in Rev 13:13.

Revelation conjures up much of the imagery of Daniel where beasts are symbolic for nations and horns symbolic for kings and leaders.

Dan 7:3 And four great beasts came up from the sea, diverse one from another.

Dan 7:23 Thus he said, The fourth beast shall be a fourth kingdom upon earth, which shall be diverse from all the kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.

Dan 7:24 And as for the ten horns, out of this kingdom shall ten kings arise: and another shall arise after them; and he shall be diverse from the former, and he shall put down three kings.

Herod and the high priest of that time are dead and Revelation 13 deals with future history so I think we can safely say that Herod and the High Priest are not being spoken of in Revelation 13:11.

For example, how does Israel (Herod and the High Priest) exercise all the power of the first beast before him? how does Israel (Herod and the High Priest) cause the earth and them which dwell there to worship the first beast (rev. 13:1-6), whose deadly wound was healed? What are the great wonders that Israel (Herod and the High Priest) in the sight of men?

I have no comment on the material from Revelation.

But I would offer this, and I suspect you will agree: The fourth beast in the Daniel 7 vision, while from one point of view denoting Rome, can also be seen as denoting the Israel of Jesus' day.

How's that? Israel was occupied and ruled by Rome for more than 300 years.
