What would be the lesser pain, going hungry or making them feel bad because you didn't repay their evil for evil? That's always what the figurative use of "heap hot coals upon their head" seemed to mean to me, anyway.

There's a difference between an enemy and a neighbor.

There are swine and dogs in the enemy collumn that get nothing and the rest are neighbors who I sometimes don't get along with.

This is a subject that has encyclopedia set sized books with tons of scripture references.

But the short version is that a believer is a "neighbor"... So long as they are not a believer in word only.

And an enemy is a devout unbeliever...including a laundry list of individuals from Atheists to Homosexuals to scientologists.

Jews are neighbors but Jehovah Witnesses and Mormons are not.

The path and bucket is wide but few fall inside the rim of the pail.

In doing this, you will heap burning coals on his head.” 21 Do not be overcome by evil, but overcome evil with good. (ESV)

You are not understanding what is meant by "heap burning coals on his head," which is clearly a metaphor. It likely means something along the lines of causing them shame for being an enemy to one who would feed them and give them drink.

To not take revenge and instead feed one's enemy is to love one's neighbour. A neighbour is anyone with whom we have contact, whether enemy or not.
 
I'm rather wary of calling unbelievers enemies and don't really believe or want to believe that the Bible considers them enemies. Maybe there's too many personal feelings involved there, but that seems wrong to me.
 
Heaping coals of fire is not literal. It basically means sending one through Gods refining fire through the goodness you show towards your enemy. When they see the light of Christ shine through you in spite of what they may have done against you and see that you are not retaliating against them, but loving them unconditionally as Christ loves us then the wickedness of their heart will be purified and pleasing to the Father.
