I think you have overstated his position he's not claiming peace is working towards peace.

Daniel 8:25 tells us that by 'peace' the antichrist will destroy many, so it is no surprise that his spirit is working through those in positions of power as we speak. This is a false peace, an ungodly counterfeit that will eventually lead to destruction and bloodshed.
