Cop Tasers A 14 Year Old

A cop and the Allentown police department is being sued because a cop shot a 14 year old girl with a taser. And the cops lied and said it was a crowded street and that the girl was out of hand, which this video of the incident tells another story.

According to their defense in The Morning Call, this is what Allentown police claim happened when, on September 29, Officer Jason Ammary tased a 14 year old Dieruff High School student. She was walking along Washington Street after school with two female companions at the time.
Police tried to get students to move along with verbal commands. Most listened, but some remained in the middle of the street, talking on phones, texting or just not moving.

An officer approached the girl and two of her friends to get them to move along, but she began to curse, which was inciting the crowd. The officer went to arrest her for being disorderly, but she twisted away from him.

She began to resist and the officer had to lean her against the trunk of a car to place cuffs on her. The girl turned back and elbowed the officer in the chin.

The girl kept hitting the officer, so he backed up, un-holstered his Taser and fired at her. He reached down to get his cuffs, which fell during the struggle, and he placed her in custody.​
The video captured from City surveillance cameras, which you can see above, tells quite a different tale.

The first segment, lasting 15 seconds, shows the girl walking along Washngton Street with her two friends. They're obviously in the middle of the street, which would certainly be an annoyance to drivers. But there was certainly no riot. The scene is similar to what you see at any high school at the end of the day. The video ends when the girl suddenly turns around, perhaps in response to a friend calling her, or to Officer Ammary.

Then the camera apparently moves to something else.

The second segment, lasting 39 seconds, shows Ammary's taser assault. You can see this big tough cop ramming a 14 year-old girl up against a parked car, jamming his forearm into her throat. I see n evidence of any violence from her at all.

The Officer claims he was forced to tase this 14 year-old girl because she kept hitting him. But what the video reveals is that, despite the absence of violence from her, he suddenly backs away from chiking her and decides to pull out his taser. As he does so, you can see her raise both hands in surrender. According to the complaint filed by Att'y Rick Orloski, she shouts "No!" at that time as well.

Despite this, Officer Ammary hits her with his taser, and in her private parts. As this young girl goes down, one of her friends tries to help her, but is shooed away by Ammary and two other security officers. As the film ends, you can see a third security officer escorting a handcuffed young man away.

All of these security offices and Ammary have no problem walking all over the street thy are so concerned about, according to their claims in The Morning Call.

To me, it is a disgusting display.

I think this guy should be fired, and arrested. And they also made up lies.

Here is another 14 year old who got the taser some of it went inside her skull.

First video

Can't be sure what happened based on the video because clearly a lot happened between the editing. Who knows it's very possible the video was edited in order to make the cop look unjustified. The girl is resisting though that's obvious enough...

Second video

Not going to say much since there isn't any video. Just a report and some wannabe news anchor's blabbing which is entirely wrong. His standard for tasers is totally wrong. A taser can be used in any situation where a cop would use any other form of impact weapon which includes batons and mace.

Third video

The kid is ten. If you can't control a ten year old you got some issues. That being said I don't know the whole deal.
 
That first video has become a hot topic here in Philly and in the last 2 days is getting a lot of airplay. And it went down in September, so I don't know why it is getting all this attention now.
 
No excuses on the 10 year old...sounds like the sort of child my husband works with on a day to day basis. Yes, he gets hit, kicked, bit, scratched. He uses what is called MANDT, a way of subduing without harming.

As for the 14 year old...I'm withholding judgement on that one. Mainly because there is obviously something that happens between 0:16 and 0:18, something edited out, something that perhaps would make it clear as to why the officer felt that using his tazer was necessary force.

Let's face it...no matter how the officer handled the girl, either by tazing or by use of physical force, everyone is going to be down on him, 'cause he's the man and she's a "little girl". I'd like to see exactly what went down between 0:16 and 0:18...I know I do see the girl physically hitting and elbowing the officer.

There is obviously more to this story.
 
People just don't discipline their kids anymore.

The cops end up having to do the parents job too many times.
 
I will keep you updated Dora, after I see where they are going with this. I am talking about the first video, that has become a hot topic here in Philly.
 
I think I read on one of your links that the mother is now suing the police station.

It could very well be that someone is trying to whip up some public support. Jes sayin' that is a possibility.
 
Yeah the mother and the lawyer were on TV tonight, the lawyer was talking about the girl throwing up her hands in a surrender motion and still got the taser and he said a bunch of other stuff. Like the police report says that the street was crowded but as you can see it was not. Those were the points the mother and the lawyer were pointing to tonight.
 
The police say that the streets were crowded and that there was a riot...this is what makes me really wish that the video wasn't edited, as it so obviously was. Something happened between :16 and :17 in that video and who knows how long it took. You can see in the bottom right corner of the screen at :17 someone pushing back part of the crowd that had gathered somewhere between :16 and :17. Prior to :16 everyone seems focused on something happening off camera to the bottom left, and that is the direction the cop and the handcuffed youth come from. It could very well be that the riot took place over there, but then the focus of everyone is placed on this girl when she is clearly physically fighting the police.

My rule of thumb is to always give the police the benefit of the doubt...and there is a lot to doubt about this video.
 
I've read that 100 seconds are missing from the video...1 minute and 40 seconds...a lot can happen in that amount of time.

Yeah you are right, I wonder what went with the rest of the video. It says below a edited version, was this video in the hands of the cops ?

An edited surveillance video of a police officer firing a Taser at a 14-year-old girl was released as part of evidence for a federal lawsuit filed against the officer and the city of Allentown.
The incident happened back on Sept. 29 outside of Dieruff High School. The video first shows Keshana Wilson, 14, walking towards a car on the street with two friends on the 800 block of Washington Street before turning to talk to another group of students, according to the Morning Call.
The video then abruptly cuts to Allentown Police Officer Jason Ammary struggling with Wilson on the side of a parked car. Ammary appears to be shoving Wilson against the car. She then appears to push her forearm against his face.
Ammary then steps back and fires his Taser at Wilson’s groin, causing her to collapse to the ground. Several security officers then arrive. One can be seen leading a teen boy away in handcuffs.
The Morning Call reports Wilson was taken to the hospital to have probes from the Taser removed.
