In this verse Ezekiel wrote about a past war in which the land itself recovers from. The former war is speaking of Armegeddon, in which the ground itself has to recover. He also speaks of a people who dwell in that land after that war. A people who dwell safely. They have no fear of being conqured or of death itself. The people who dwell in the land at this time were resurrected in the previous chapter. Chapter 37.
Having had been already dead and brought back from the dead, these people have no fear of a second death.
This is the same resurection mentioned in Revelation 20 as being the first resurection.This resurection in ezekiel 37 and Revelation 20:4-6 takes place 1000 years before Gog attempts to overthrow Israel in ezekiel 38 and Revelation 20:8-9.
