If I had been the clerk I would have followed the law. The law says I have to accept a cash payment, however it does not say that I have to do anything to the cash in order to be able to receive it and deposit it into the bank. There was no way for her/him to receive it without knowing if each bill was authentic without it being unfolded.
I wouldn't have told him to leave but I would have told him that he needed to give it to me in a condition that I could authenticate it as I counted it. Until he did that he would welcome to stand there all day if that was what he chose to do.

The proper place to deal with this issue is at the ballot box. An example would be Howard Jarvis in California.

Clerks don't have the power to change things. You have to convince your fellow voters to change things.

The tax office should have taken his money, and hired an extra person to unfold each one and then given him a receipt dated the day it was dropped off when it was fully counted. If they have nobody to do that, they can just hire one of Obama's illegal aliens that they give all sorts of entitlements to. So why not a job? Oh, crazy me! That tax office is already probably filled with those workers!

I know you are joking, but how are you ruining someone's day by taking part in providing electricity to their home?

oh, I get the looks by some. people here(not all) want something for nothing. case in point for two years, and I don't know how, this lady had no electric bill. the machine didn't beep and tell us high or low or no usage. and she didn't get charged,. the dial meter froze and it was caught and now she is complaining. two years of using electricity and you get no charge? come on!
