Funding for 3rd World Countries

I have a good friend who is really interested in helping to set up funding for third-world countries. She isn't interested in actually missioning to the countries and working in clinics, but she does want to learn to how gain fiancial aid for those countries that need financial help.

Does anyone know of any well-known organizations that work towards gaining financial backing for these places? And what skills should she have in finance/business?
