I was Just wondering...How does God take care of unbelievers? Does God care and also protect them? Can God hear their cry (even when they are deeply sunk into their sin?)

God is always there for them but as is said in Romans 1 they are left to their reprobate minds and will see the death in spirit if they continue their ways.
I see it like the train conducter says in Polar Express...."It's always here, you just have to make the choice to get on."
 
He blesses them, and I'm sure there are certain levels at which He protects them, too. As Jesus said in the Sermon on the Mount:
Matthew 5 NASB
44 "But I say to you, love your enemies and pray for those who persecute you,
45 so that you may be sons of your Father who is in heaven; for He causes His sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous." [emphasis added]

God is the same, yesterday, today and forever. To expand a bit, Classik, I spent 20 years as a combat helicopter pilot before I became a Christian. There were times I really congratulated myself on my "superb piloting skills." I look back on some of those situations and realize there is no way anyone's skills, at any level, could have gotten them out of those situations. It was nothing less than the hand of God, who was protecting me even though I didn't know Him because He knew that one day I would.

Yes, He caused the sun to rise and the rain to fall on the Egyptians, Philistines too. These are blessings. I believe that even the "curses" of God are of good intent for He is altogether good. God is the one who mixes mercy into judgment every time. He is also God and there are some things where he will not budge an inch. Not a single inch. The way that James said it was, "There is no shadow of turning in him," or something like that (pretty sure it was James, could have been Peter? lol). But there is nothing to grab on to within God to turn Him. We just can't do it. Not even so much as a shadow and even that much would not give any leverage - think about grabbing a shadow and trying to turn a guy, then know that there is no shadow of turning...

That's some awesome reminder about who He is and the extent of His Purpose and commitment to us. God is One. There are so many that argue about such things, but consider the prayer of the Lord Jesus, that we too may become "One with the Father," even as He is. What kind of thing does God have in store for us, should we choose to get on to that train somebody mentioned called "the Polar Express"? More in store than we can imagine. It has not even entered into the minds of they who love Him, what He has planned. How good is God? God is good. There is none like Him. He's looked and nope, there are none.
