Any USA folk recall National Enquirer, 5/10/76 report of UK developing an instant mass brainwashing sound FX, ready to broadcast?

Lab volunteers would even blindly repeat, "Black is white"

The master tape, said the report, is hidden in an underground London vault - wouldn't be @ MI5/MI6 buildings, featured in James Bond classic boat chase??
