I'm Confused

Just because I read a lot of articles of claiming three year olds to be toddlers instead of preschoolers and I'm just wondering why that is.

"Toddler" is a word descriptive of how a very young child walks. Not quite as controlled as they will be by the time they are somewhere between three and four or thereabouts.
"Pre-school" just refers to old enough for some learning in school subject type environment but younger than kindergarten age, in general then maybe a two to four year old.
The term used in any instance is probably most context generated.
If you are simply describing a little youngster you may identify them as a toddler to evoke a picture of how they move about at that age.
If you are describing a youngster with emphasis on age with emphasis on intellectual development you more likely use "pre-school".
But the world wouldn't come to an end if either word is chosen.

In a nutshell, 1-3 years is toddler and 3-4 is pre-school.

I feel that the description above is a good explanation.

Child's brain is still developing. At 2-3, they are learning about self, using words such as "I" and "me", where the mind weaves a story about self (ego). At 3-4 they are starting to learn how their self fits into the world they walk through (pre-school).

I guess it depends on the country. There is no preschool and england its called reception.
