Is Bible prophecy designed as a parable?

Matthew 13:13This is why I speak to them in parables:

“Though seeing, they do not see;
though hearing, they do not hear or understand.

With so many different interpretations of Bible Prophecy, is it possible that BP is designed as a parable, not meant for every believer to understand?

Communication is a parable in that the receiver can variably interpret any sender's message according to their own preconceptions. What is important in a parable are the relationships among characters. The relationship holds even though the identities of the actors representing the characters change. This allows us to imagine ourselves as the various characters to identify and glean the message of an otherwise distant hypothetical situation. Yet it is easy to let our desire to be correct blind us as to how we can be identified with the unflattering characters. This is the problem Jesus' contemporaries had, whereby they could not see how being one of God's People was not sufficient prior to the gift of Grace.
