4 Where wast thou when I laid the foundations of the earth? declare, if thou hast understanding.
5 Who hath laid the measures thereof, if thou knowest? or who hath stretched the line upon it?
6 Whereupon are the foundations thereof fastened? or who laid the corner stone thereof; - Job 38

How much predestination did God have in mind when laying the foundations of the world? Hmmm... That ought to be an interesting sermon anyway.

Eph 1:11 In Him also we have obtained an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of His will,

We would use the word providence rather than predestination.
Providence covers everything. Predestination usually just covers people like above.

Isaiah 46:10 Declaring the end from the beginning, And from ancient times things that are not yet done, Saying, 'My counsel shall stand, And I will do all My pleasure

Isaiah 14:24 The LORD of hosts has sworn, saying, "Surely, as I have thought, so it shall come to pass, And as I have purposed, so it shall stand
