There is an expression: looking people “square in the eyes.†I think it means that if you have a clear conscience, you can look at people when you talk to them; otherwise, it can be difficult.

The question is: do we have to be able to look at people before we can go to heaven?
 
A very good question, one that could be taken to much depth. I would say yes in answering but take note that I think the question you pose goes deeper than just the words you posted which I assume was your intention.

My feeling is that peace of mind is the ultimate state of being. When I have a clear conscience, I seem to have peace of mind. To do that, I need to repent of my since, naturally. This seems to me to be consistent with the following Scripture:

From that time Jesus began to preach, saying, "Repent, for the kingdom of heaven is at hand." Matt 4:17 RSV
