1) Satan seeks to 'sift' us.
2) Satan has to get permission to do so.

2 - this mirrors the events recorded in the first chapter of Job where the devil demands to "sift" Job in order to make him curse God. A lot can be gleaned on this sifting process by reading all of the interactions between the devil and God in Job.
3 - the devil cannot do to us any more than God allows.
