Jesus is speaking of the end of this age of unjust rule on earth. Peter speaks of the end of the world by fire of God.
Matthew 25 is divided into two parts. First the judgement of Christians when the Lord returns, and then the judgment of nations.
First Jesus continues with the end of Matthew 24, by showing how the professing Christians will be separated between the faithful and the unfaithful. The faithful are in the rapture, and the unfaithful are left with the hypocrites.
The judgement of nations is by Jesus the King after defeating the armies and inheriting the nations as promised by right of conquest.
Here are some points showing it is on earth and not the judgement of the rest of the dead in heaven.
1. The fact that the judgement of Christians is on earth, shows it cannot be a judgement in heaven.
2. When the Son of man shall come in his glory, and all the holy angels with him, then shall he sit upon the throne of his glory:
Jesus moves on from judging His own people, to what will happen then. It's a break from what happened before. It's not another version of what has already been done on earth. If the judgement of nations includes faithful Christians at His coming, then Matthew 24 must end with the final judgement in heaven, so that none are left with hypocrites on earth. It does not.
The throne of the King's glory is that seen in Ezekiel, where the King comes in His glory to sit upon the throne of His house. It is not the throne of glory that Jesus now sits on with the Father, and will sit on judging all the rest of the dead.
3. And before him shall be gathered all nations: and he shall separate them one from another, as a shepherd divideth his sheep from the goats:
His judgement and rule will be as a shepherd, not a world destroyer. Both the sheep and the goats are His, because He has inherited all the nations to rule as King. It's not the faithful Christian sheep that are only His by faith. The goats are also His by right of conquest. If this is the final judgment in heaven, then it is only between His faithful sheep and His unfaithful goats. It does not even include the unbelieving nations, that are none of His today.
Some translations leave out 'His', and so the shepherd king is judging the nations as promised between the sheep and the goats equally. It's just a matter of being His new subjects on earth, not of faith.
4. For I was an hungred, and ye gave me meat: I was thirsty, and ye gave me drink: I was a stranger, and ye took me in:
The judgement is only about works of kindness, not about faith in Jesus.
5. Then shall the King say unto them on his right hand, Come, ye blessed of my Father, inherit the kingdom prepared for you from the foundation of the world:
The everlasting kingdom of God is never prepared but is from everlasting to everlasting. What is prepared in Scripture always has a beginning, such as hell prepared for the angels that sinned, and preparing the passover supper of the Lord.
As the Lamb was slain from the foundation of the world and came to earth, so the kingdom prepared of the Father comes with Him to earth as King. His kingdom and reward comes with Him. Those judged as sheep vs goats will inherit the kingdom of Christ on earth, which beginning was prepared at the foundation of the world.
6. For evildoers shall be cut off: but those that wait upon the LORD, they shall inherit the earth. But the meek shall inherit the earth; and shall delight themselves in the abundance of peace. For such as be blessed of him shall inherit the earth; and they that be cursed of him shall be cut off.
This is prophecy of the innocent and meek inheriting the earth, which is the kingdom of Christ on earth. If the judgement of nations is in heaven, with the earth dissolved, then the prophecies are false, because no man inherits the earth at all. Nor does the Lord ever inherit the nations on earth to judge and rule them.
Thy kingdom come. Thy will be done in earth, as it is in heaven.
The Lord's prayer is for His kingdom to come to earth, so that His will is done on earth as it is in heaven. His everlasting kingdom does not come to the earth, until the new earth with New Jerusalem, when God Himself will come to the earth to dwell with men.
7. And these shall go away into everlasting punishment: but the righteous into life eternal.
Everlasting punishment now begins in hell, and not with the LOF. The final judgment in heaven will be after hell has given up the dead in it. The only ones ever to bypass hell and be cast alive into the LOF are the beast and false prophet. The judgement is on earth, because the goats must go to hell first, before being given up for judgment and the LOF.
8. Then shall the righteous answer him, saying, Lord, when saw we thee an hungred, and fed thee? or thirsty, and gave thee drink?
Then shall they also answer him, saying, Lord, when saw we thee an hungred, or athirst, or a stranger, or naked, or sick, or in prison, and did not minister unto thee?
The distinction between the righteous and the unrighteous is not made until after the judgment of the sheep first. They are not called the righteous by Jesus, until after they are judged by Him.
And these shall go away into everlasting punishment: but the righteous into life eternal.
Finally we see a conversion is made at that time by faith. The sheep are judged righteous by works, and are also saved by faith.
First every eye on earth sees the Lord coming with clouds, and become fast believers by sight alone. Only the sheep will receive Him as Lord by faith and also enter into the everlasting kingdom of life. They will inherit His earthly kingdom and Kingship, as well as entering into eternal life by faith as today. The Lord's Millennium begins only with newborn saved Christians making up His inherited nations on earth.
Thomas is the first convert by sight. Blessed are those that receive Him now, before He comes again in full sight of all people on earth. The faithful believers won't be watching and wailing from the ground, but will be with Him in the air.
9. And he shall judge the world in righteousness, he shall minister judgment to the people in uprightness.
Do ye not know that the saints shall judge the world? and if the world shall be judged by you, are ye unworthy to judge the smallest matters?
The King's judgement of nations is that of a shepherd's ministry. His resurrected saints will be judging them with Him. The faithful Christians will be ministering judgment to the nations on earth, not being judged with them. No faithful person of God is ever judged with the nations of the world.
But when we are judged, we are chastened of the Lord, that we should not be condemned with the world.
