Kepler's Laws and Newton's theory of gravity make it clear that the Oort Cloud exists. You see, we can plot the path of long-period comets and determine the apogee ( farthest distance from the Sun). We know it's a cloud, not a belt, because while short-term comets come in close to the plane of the solar system, the long-period comets come in at all angles.

So we know it's there.
