Revenue gathering. Many seem to think tax or fines is a solution.
They tried to stop people smoking, hit them in the pocket and taxed the crap of of it, it just made addicts more broke and more shops started getting robbed for smokes.

No, it doesn’t. The article said they wanted to shift tax revenue from pot sales which currently support the schools and use that for treatment, but they aren’t adding any additional beds and treatment is optional, not mandated.
I wonder what will happen if they don’t pay their fine?
Also, they want to legalize mushrooms for treatment. The Oregon coast is full of mushrooms which is why the hippies flocked to cities like Eugene or smaller cities closer to the coast. I remember spending time near there in the 90s and you knew you were stepping back into the 60s
