Police work before DNA and the Internet

Police looked incompetent . Information sharing appalling. Criminals literally got away with murder. And punishments were minimal. Dangerous ex criminals roaming around the country, the world. People were not safe. So many unnecessary victims.
Take the Wayne Gacy case.
He committed sodomy/ rape in Iowa. Only served about a year in prison. Then moved to Chicago around 1970. Over the next 8 years murdered 33 young men. Had a respectable profile in the community , involved in politics .
What were the police doing?were they asleep? Gacy's past information should have been transferred to Chicago police. They should have been monitoring him. Or he should still have been in prison. All those murders could have been prevented.
America was a dangerous place to live in the seventies, eightees, even ninetees. Parts of Australia too. But not as bad.

After watching a number of crime documentaries based in America, I notice that it is relatively easy for people to relocate and start a new life. Seems Americans aren't suspicious of a new person in town. New person is innocent until proven guilty. Americans are trusting and friendly then?
