REPENT OR PERISH.
1Corinthians 6:9-10.
9Know ye not that the unrighteous shall not inherit the kingdom of God? Be not deceived: neither fornicators, nor idolaters, nor adulterers, nor effeminate, nor abusers of themselves with mankind, 10Nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners, shall inherit the kingdom of God. Revalation 22:15. 15For without are dogs, and sorcerers, and whoremongers, and murderers, and idolaters, and whosoever loveth and maketh a lie. Galatians 6:7. 7Be not deceived; God is not mocked: for whatsoever a man soweth, that shall he also reap. Matthew 10:28. 28And fear not them which kill the body, but are not able to kill the soul: but rather fear him which is able to destroy both soul and body in hell.

How can they be outside if they've perished?

They haven't perished, they are enduring Hell. This conviction serves to remind them of a need to repent.
