Bible Study Romans 3:23

What does Romans 3:23 really say? For most of my life I have heard this used t "Prove" all are sinners. But, put in context that is not the point at all. The Grace of god is manifested through Jesus to all who believe ( as is Paul's argument in Chapters 1 - 3 ) There is no difference, why all have sinned (Disobeyed GOD).
Or Try it this way to see if it helps to see my point.

And now apart from law hath the righteousness of God been manifested, testified to by the law and the prophets,
....but the righteousness of God
........through the persuasion in Jesus Christ
............in all, and upon all that believe,
.................--for there is no difference,
........................for all disobey God and fail to become a partaker (reconciled)
.........................of the thought or opinion (Fellowship) of God.

SUBJECT
now the righteousness of God without the law is manifested
Even the righteousness of God by faith
OBJECT
In Jesus Christ unto all and upon all
a. them that believe
Adjective
b. for there is no difference:
Adjective
c. For all have come short of the glory of God;

RESULT!!
justified freely
justified freely
justified freely
redemption that is in Christ Jesus:
(SAVED!!)

Does this verse ssay all are sinners, Or The righteousness of God is available to all because there is no difference all disobeyed God.

The availability of the grace of God for those who repent is indeed true.

But it is also plainly true that 'all have sinned and come short of the glory of God'.

Does this verse say all are sinners, Or The righteousness of God is available to all because there is no difference all disobeyed God.

The Question was not "What do you already believe?" Injecting what one already believes in to a verse has done enough harm to Bible Study.
The Question is " WHAT DOES THE VERSE SAY?"
Subject: God's righteousness, through Jesus.
Object : FOR All and unto All that Believe.

Adjective: (Paul's argument from 1-5) there is no Difference
Adjective: No Difference for all disobeyed God.

Rom 3:24 being justified freely by His grace through the redemption that is in Christ Jesus;
Rom 3:25 whom God has set forth to be a propitiation through faith in His blood, to declare His righteousness through the passing by of the sins that had taken place before, in the forbearance of God;

The Subject is not All have Sinned! The Subject is God's Righteousness.
All have sinned is the problem Jesus Fixed in His work on the Cross. Read Romans 5

Rom 5:17 For if by one man's offense death reigned by one, much more they who receive abundance of grace and the gift of righteousness shall reign in life by One, Jesus Christ.)
Rom 5:18 Therefore as by one offense sentence came on all men to condemnation, even so by the righteousness of One the free gift came to all men to justification of life.

It says both.
