Beginning with Gen 3 and concluding with Rev 19, the prophecies of old promise the coming of the Lord to smite the wicked of the nations, inherit the nations left alive, and then judging those nations righteously.
The nations remaining in His rule on earth will be glad for His rule and will worship Him.
Rev 20 only confirms this, while also adding His rule over nations on earth will be limited to a thousand years. Which is the only reason we call it His Millennium on earth. Otherwise, we would be calling it what the prophets of old believed it to be: the end of the age of unjust rulers on earth, and the everlasting age of the Lord Himself ruling righteously and with equity over all nations and men and women and children on earth.
When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn. (Prov 29)
The Lord ruling over all nations on earth, and them rejoicing and worshipping Him for it, obviously has not yet come to pass, yet.
