The proper interpretation is better understood when one uses the correct translation. In this case, restoration is really restitution.
Acts 3:21 Whom the heaven must receive until the times of restitution of all things, which God hath spoken by the mouth of all his holy prophets since the world began.
I also take into account Acts 3:23:
And it shall come to pass, that every soul, which will not hear that prophet, shall be destroyed from among the people.
Finally, there is a calling to turn from our iniquities:
Acts 3:26 Unto you first God, having raised up his Son Jesus, sent him to bless you, in turning away every one of you from his iniquities.

So, rather than play word games why don't you give us the Greek word translated "restitution" SnowCat and then discuss its meaning.
