Acts 17:
31Because he hath appointed a day, in the which he will judge the world in righteousness by that man whom he hath ordained; whereof he hath given assurance unto all men, in that he hath raised him from the dead.
acts 5:
31Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.
32And we are his witnesses of these things; and so is also the Holy Ghost, whom God hath given to them that obey him.
Many today have misunderstood the commands to repent and believe. It cannot be denied that these two spiritual instructions or imperatives are given, but I am afraid the reason is obscured as to why God commands these things of His children..
The false teacher, many even what are called calvinist[who believe in election], teach that repentance and believing is commanded in order to get saved..hence disregarding the fact that the elect are saved already by the blood of Jesus christ, and by regeneration..but in spite of these truthes, they preach one must be saved by Gospel obedience to faith and repentance.
Others of course believe that Jesus christ died for everyone in the world, not to save them, but to merely make saving available, and when one repents and believes the gospel [normally not even the true gospel anyway] then they get saved ..
essentially both parties believe the same thing, even though they argue and debate one another, both believe in salvation by some form of obedience of theirs.
But the truth of the matter is, that The Lord Jesus christ in His obedience to the death of the cross, was not a private person or obedience for himself alone, but he represented and was the head of a people in him, these are called his children, brethern , seed of abraham,church ect..lets look at heb 2:
11For both he that sanctifieth and they who are sanctified are all of one: for which cause he is not ashamed to call them brethren,
12Saying, I will declare thy name unto my brethren, in the midst of the church will I sing praise unto thee.
14Forasmuch then as the children are partakers of flesh and blood, he also himself likewise took part of the same; that through death he might destroy him that had the power of death, that is, the devil;
16For verily he took not on him the nature of angels; but he took on him the seed of Abraham.
The Lord jesus christ therefore as adam did, acted in obedience for those he was a head to, and just like adams disobedience effected all whom he represented, so liewise, the second adams obedience effected all whom he represented.. This actually is the teaching of romans 5:
19For as by one man's disobedience many were made sinners, so by the obedience of one shall many be made righteous.
Jesus christ death is spoken of as a obedience in phil 2:
7But made himself of no reputation, and took upon him the form of a servant, and was made in the likeness of men:
8And being found in fashion as a man, he humbled himself, and became obedient unto death, even the death of the cross.
9Wherefore God also hath highly exalted him, and given him a name which is above every name:
As a result of this obedience of death for the sins of those he represented, and God showing that He is satisfied, propitiated, with this sacrifice for those whom he represented sins, God showed this approval by raising him from the dead, and exalting him to the right hand of His Throne..
It is in this exalted state of Honor and Glory, that The Lord and Saviour of His people, of Gods people, bestows or gives # 1 Faith or assurance to those he died and arose for..acts 17:

The word here assurance is the greek word pistis and the same word for faith:
conviction of the truth of anything, belief; in the NT of a conviction or belief respecting man's relationship to God and divine things, generally with the included idea of trust and holy fervour born of faith and joined with it
a) relating to God
1) the conviction that God exists and is the creator and ruler of all things, the provider and bestower of eternal salvation through Christ
b) relating to Christ
1) a strong and welcome conviction or belief that Jesus is the Messiah, through whom we obtain eternal salvation in the kingdom of God
c) the religious beliefs of Christians
d) belief with the predominate idea of trust (or confidence) whether in God or in Christ, springing from faith in the same
2) fidelity, faithfulness
a) the character of one who can be relied on
This means that the exalted resurrected saviour gives [not offer or make available] all men [jew and gentile] Faith to believe in him as was evidenced in vs
34Howbeit certain men clave unto him, and believed: among the which was Dionysius the Areopagite, and a woman named Damaris, and others with them.
so the resurrected christ gives assurance, gives faith to them he rose for, that his death and resurrection be not in vain..
Peter teaches the same truth in 1 pet 1:
2Elect according to the foreknowledge of God the Father, through sanctification of the Spirit, unto obedience and sprinkling of the blood of Jesus Christ: Grace unto you, and peace, be multiplied.
3Blessed be the God and Father of our Lord Jesus Christ, which according to his abundant mercy hath begotten us again unto a lively hope by the resurrection of Jesus Christ from the dead,
also this verse in the same chapter:
Who by him do believe in God, that raised him up from the dead, and gave him glory; that your faith and hope might be in God.
So the resurrection gives faith and hope to all men of the elect, both Jew and gentile..
But also the resurrected and exalted Saviour gives repentance to His chosen ones, observe acts 5:
30The God of our fathers raised up Jesus, whom ye slew and hanged on a tree.
31Him hath God exalted with his right hand to be a Prince and a Saviour, for to give repentance to Israel, and forgiveness of sins.
So God raised him from the dead to be a prince and saviour, to Israel [another name for Gods chosen see rom 9:6 for israel]
As a Saviour he gives them that He saved, because thats what saviours do save, he gives them repentance, a change, a conversion if you mind..
So Faith and Repentance are given As Gifts from the saviour..remeber rom 8:
32He that spared not his own Son, but delivered him up for us all, how shall he not with him also freely give us all things?
33Who shall lay any thing to the charge of God's elect? It is God that justifieth.
Two of those all things God gives the elect with christ is Faith and repentance..
Now it is in light of this, that the elect are commanded to repent and believe the Gospel of Jesus christ, for these makes manifest their saved state..
This is resultive of hearing the good news of their salvation eph 1:

Not Gospel of a proffer of salvation or a choice of salvation, of a warning you better repent or else salvation, But the gospel of their salvation, the gospel of peace unto them, they have been reconclied unto God by the death of His son..
so thats why repentance and believing are commanded, because they have been given to the elect by their resurreted saviour, and He calls them now to fellowship with himself through the Gospel..

God is faithful, by whom ye were called unto the fellowship of his Son Jesus Christ our Lord.
