this photo based on the cars is from the 1940s that light was often ran over and was on the ground up to the late 50s. it was like this in other intersections.
 
I actually kinda like that better because its more at eye level. Nothing worse than waiting for a light to turn when you are driving towards the sun and have to look up to see the signal.

The problem is for a semi who sits high.he wouldn't see that when it turns green.its only nine feet tall. You are higher then that .plus they got ran over often .I couldn't imagine the problems of flooding at this location then.its west of the ridge meaning water flows toward it heading to the lower points .or it gathered there as it might be the lower points.I have to remember .the area here floods but not as fast as the one street to the north .poor drainage would have cat fish here and along any track crossing
 
Draw bridges are becoming less common in my area
