Does the RC Church approve of Charismatic Catholic's? If not, Why? Does it approve of Roman Catholic Evangelical Churches?

The Church does speak favorably of what is know as the Charismatic Renewal.

Yes. Three parishes in my area that are solidly Catholic have Charismatic type meetings weekly or biweekly.

Does it approve of Roman Catholic Evangelical Churches?

What do you mean by RCEC's? I've never heard of them. If they are under a Catholic Bishop then who is in union with the pope then yes they would approve. If not I don't know that the Catholic Church disaproves of any religion exactly. We seek the good in all faiths and praise it as Paul directs us to do.

Thess. There is one in the city of Tuscon. It's called St. Marks Roman Catholic Evangelical Church. I have talked to the priest when I was searching for a Church My Mother could go. In conversation, I told me I left the church and was about to attend Rhema Bible Inst. for Ministry in Ok. He said it was probably the best school to go to. One more Comment: He said that his church has altar calls and healing services.

Perhaps you have mistaken my intent with altar calls. I am not in some sense against them, though they are not a common Catholic practice. They are just not in the Bible the way that Protestants practice them. I am not held to sola scriptura and so they could be fine in a Catholic setting if the Church chose to use them.
 
Is "St. Mark's Roman Catholic Evangelical Church" an official Catholic parish or is it a schismatic or heretical priest offering up illicit masses?...

The Diocese of Tucsan shows a "St. Mark's Catholic Church" which is a part of the diocese. Their website is: http://www.stmarktucson.org

P.S.
I've been to a Catholic church that has had an "altar call" of sorts during special masses (e.g. a Saturday mass after an all-day worship experience that we do once a year). Basically it was a call for us to re-commit ourselves to living a Christ-like life.... we all prayed over those who chose to come forward. This is probably not technically allowable during a mass, and if I remember correctly, we actually did it before the mass procession began, so that it doesn't go against our GIRM. In any case, as THess mentioned, Catholics do not subscribe to the notion of sola scriptural, so having "extrabiblical" traditions is not a problem... it doesn't make it evil because the Bible doesn't mention it... The bible, in our belief, is not the complete teaching of Christianity.

All I know is what the phone book in Tucson listed. To me, it is a shame that some priests have to preach in secret, so as not to upset the hiearchy. When I talked to him at first, he seemed hesident to talk about things I had questions about. I wonder how many priests have to preach in secret?

Looking in Tuscon, I see a "St Mark THE EVANGELIST" Catholic Church. Seems to me it is just the name of a Catholic Church. Don't know what you are talking about with regard to preists preaching in secret. What were the questions he was hesitant about?

In general hs was hesident to talk until he found out where I was going to train for ministry. In Tucson, I know of a priest who was Charismatic, who held services in secret. You know, underground. By the way, what do potential priests learn at their seminaries?

Earlier, I said that the only thing that I am concerrned with is that not only Catholics come to the saving knowledge of Christ. If they confess Romans 10:9-10, then I don't care if they pray rosariers or go to mass, and even if they want to stick with the Marion doctrine. I must also a apologize for kind of attacking Catholics. I perceive you as one nice man who is steady in getting the Good News of the Gospel out there in the world.
