Yes, there are neurological deficits and even experimental manipulation of brains that can produced this perception. Some brain tumors will do it. Once, Martin Luther was so aware of the presence of Satan that he threw an inkwell at him.

Some possible explanations:
1. this is just a glitch in our brains that pops out sometimes.

2. There is a different phenomenon that is entirely supernatural, and real as opposed to the illusionary nature of neurological feelings of presence.

3. God created a universe in which sufficiently complex nervous systems can apprehend the presence of the supernatural.
