The generation of vipers being evil, cannot speak good things.
Because of the evil treasure of the heart, they bring forth evil things, and for those idle words, are condemned.
God takes away the stony heart out of our flesh, to not be hardened in pride, to not be lifted up in pride, which is falling into that condemnation of the devil.
Then those with that new Spirit and new heart may walk in the statutes of the Lord to keep them.
But others ( with no new heart of flesh given) continue with their heart to walk after their detestable things and their abominations. God recompenses their own ways upon their own heads.

Then all who do not have the stony heart removed from their flesh, cannot hear the Gospel. Because of exactly as told, having a stony heart of pride, which is LIFTED UP.
It becomes apparent that the Gospel message cannot be received by anyone lifted up, ( in pride) because all Jesus showed of the righteousness of the Kingdom of Heaven, ( Matthew 6:33.) is receivable only by those who have that stony heart removed by God, and a heart of flesh replacing it.
Two examples are always then given by Christ ( if you understand, there can only be two examples) of humbling, or exaltation.
Luke 14:10 But when thou art bidden, go and sit down in the lowest room; that when he that bade thee cometh, he may say unto thee, Friend, go up higher: then shalt thou have worship in the presence of them that sit at meat with thee.
11 For whosoever exalteth himself shall be abased; and he that humbleth himself shall be exalted.
Luke 18:14 I tell you, this man went down to his house justified rather than the other: for every one that exalteth himself shall be abased; and he that humbleth himself shall be exalted.
Matthew 23:11 But he that is greatest among you shall be your servant.
12 And whosoever shall exalt himself shall be abased; and he that shall humble himself shall be exalted.
Remembering that Israel swears by the Lord, but not in truth nor righteousness, and that Jesus confirmed the generation of vipers cannot speak good things.
Every knee bows before Christ, ( those lifted up and hardened in pride, cannot confess Christs Gospel to humble ourselves.) and then ( after the knees of the ones with the new Spirit and new heart of flesh, having received the word) confess Jesus Christ is Lord, to the glory of the Father.
That message is to the pure ( by the stony heart taken out and given a heart of flesh.) but the unbelieving remain defiled ( by that hardened heart of pride.)
Those with a defiled conscience profess they believe in God, but in works of abomination, and unto every good work show they really believe in no morals. ( without the heart of flesh given by God, they only have a stony heart of lifted up pride, and God recompenses those whose heart goes after their detestable things and their abominations.)
This is where the false prophets come in as foretold by Gods word. False teachers bringing in heresies, denying the Lord.
Many follow their subtle ways, as they speak evil of the truth.
The evil the false teachers can only speak, ( remember they can only speak after the abundance of their heart and cant confess Christ in righteousness, in lowliness.) is through coveteousness, with feigned words.
Philippians 2:10 That at the name of Jesus every knee should bow, of things in heaven, and things in earth, and things under the earth;
11 And that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father.
Titus 1:15 Unto the pure all things are pure: but unto them that are defiled and unbelieving is nothing pure; but even their mind and conscience is defiled.
16 They profess that they know God; but in works they deny him, being abominable, and disobedient, and unto every good work reprobate.
2 Peter 2:1 But there were false prophets also among the people, even as there shall be false teachers among you, who privily shall bring in damnable heresies, even denying the Lord that bought them, and bring upon themselves swift destruction.
2 And many shall follow their pernicious ways; by reason of whom the way of truth shall be evil spoken of.
3 And through covetousness shall they with feigned words make merchandise of you: whose judgment now of a long time lingereth not, and their damnation slumbereth not.
So, remembering that the Gospel message can only be received by having the stony heart, of lifted up pride removed by the Lord, we know why in meekness the instruction is given by God, ( why our Saviour is meek lowly on a donkey, and we learn of Him who is meek and lowly in heart. Zechariah 9:9. Matthew 11:29, 21:5.)
This is God peradventure giving repentance to the acknowledging of the truth, to recover pout of the snare of the devil. ( lifted up in pride they fall into the condemnation of the devil.)
