Who have Authority over God’s Church?

Sorry to disagree. Jesus has all authority over his church. It's his church and he is doing the building. Now, the first apostles, anyway, did have authority over binding and loosing sin among the fellowship. But Jesus has never given over his authority over his church to anyone on the earth.

Bad theology. Jesus wasn't referring to Peter as the rock upon which he was going to build his church. Jesus was referring to Peter's proclamation as to who Jesus is, as the rock upon which he was going to build his church.

Example: a child breaks a window with his baseball, his father forgives him totally, but the child work and earn money to pay for the window, and we must pray, fast, alms, penance, carry our cross and practice Christian virtues to expiate the temporal punishment due to our sins, God provides for everything in His goodness and gives us ample means to do this, and it purifies our souls in this life or if not he also provides a means of purification in the next.

It seems you are contradicting yourself here. First you say Salvation is of grace and mercy and then you say one must (paraphrased) "pray, fast, give alms, punish himself/herself, carry our crosses, and practice Christian values" to be saved.

All those things you mention are the manifestations of our Christian faith, not requirements for salvation. Salvation comes only by the grace of God and not by anything we do or say.
