Who was the first to be called "Jew"?
In the days of Abraham, the term "Jew" was not used. Instead, you
see the term "Hebrew" ("Israelite" only appears after Jacob
changed his name to Israel). The term "Jew" didn't arise until
after the Syro-Ephraimite wars of 735-721 BCE, when the tribe of
Judah became the dominant tribe. The first "Jewish" reference [as
a national identity] comes no sooner than with its appearance at
2nd Kings, 16:6. The Midrash after Rashi establishes the reason
why "Jew" is accepted throughout when referring, Talmudically, to
any Abrahamic desendant in the Pentateuch.
By the way, the term in Hebrew is ivree, which basically means
"one who passed over", which is a reference to Abraham's origin
from the "other side" (of the Jordan). In the Torah, you only find
those terms.

This is why Paul referred to himself a both a Jew and an Israelite.

The context of 2Kings 16:6 show that those called "Jews" were of the house of Judah.
when Paul spoke that he was a Jew and an Israelite, it meant that his tribes was the tribe of Judah, the same as that of Jesus, but He was also and Israelite, meaning he was also part of the whole of Israel.
There is much confusion about who is Israel because Israel split into two houses after King Solomons reign, and it had to do with jealousy over who would hold the sceptre and who was firstborn, receiving the double portion from Jacob. Juda was given the sceptre, but it was Ephraim (who is also known as Israel the head tribe of the house of Israel) who received the firstborn blessing that Paul quotes Hosea 1:9 from in Romans 9:25,26 trying to show who the Lord has called out of the Gentile nations that have no idea of their heritage, having long forgotten it. Hosea speaks prophecy of Ephraim who is the head of Israel and is called Israel by God in Jeremiah 31:9, as I give the verse below. Those born again are somehow connected to that covenant promise to Ephraim who was God's firstborn, and Hosea says that even though they become like Gomer and Hosea's sons name Lo ammi - not His people (like Gentiles), the will become "Sons of the Living God". Isn't that what John said God has givne us the power to be, Sons of God, and the Church of the "firstborn"? See how the firsborn promise given to Ephraim and the house of Israel lines up with the firstborn Church of God? Jesus said He came not except for the lost sheep of the house of Israel, and that they would hear His voice and follow Him. Amazing!

Hosea 1:9 Then God said: "Call his name Lo-Ammi, For you are not My people, And I will not be your God.
10 "Yet the number of the children of Israel Shall be as the sand of the sea, Which cannot be measured or numbered. And it shall come to pass In the place where it was said to them, ‘You are not My people,’ There it shall be said to them, ‘You are sons of the living God.’

Romans 9:25 As He says also in Hosea: "I will call them My people, who were not My people, And her beloved, who was not beloved." 26 "And it shall come to pass in the place where it was said to them, ‘You are not My people,’ There they shall be called sons of the living God."

We are the "firstborn" Church of God as Ephraim was the "firstborn" of God and the head of the lost sheep of the house of Israel that never returned from captivity until Jesus called them and they followed.

Jeremiah 31:9 They shall come with weeping, and with supplications will I lead them: I will cause them to walk by the rivers of waters in a straight way, wherein they shall not stumble: for I am a father to Israel, and Ephraim is my firstborn.

Hebrews 12:23 To the general assembly and church of the firstborn, which are written in heaven, and to God the Judge of all, and to the spirits of just men made perfect,

Matthew 15:24 But he answered and said, I am not sent but unto the lost sheep of the house of Israel.

John 10:16 And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.
 
By the time of the NT all Israelites were called Jews. Paul was from the tribe of Benjamin, not Judah, but still calls himself a Jew.
 
Also they are called Hebrews because the descended from Heber.
Lu 3:34 Which was the son of Jacob, which was the son of Isaac, which was the son of Abraham, which was the son of Thara, which was the son of Nachor,
35 Which was the son of Saruch, which was the son of Ragau, which was the son of Phalec, which was the son of Heber, which was the son of Sala,

This is also the origin of the term Hebrew.
