Isaiah 45:7, KJV, “I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things.”

God is not "fair" as we humans consider fairness.
 
Sometimes, it doesn't seem that way to humans. But of course, He is exactly the right combination of just and merciful.
Always. And while this is clear to some, it will be very clear to all one day.

I should say a bit more perhaps. When a man understands the ways of God, he sees the fairness or justice as well as mercy of God and it’s more delightful than the wisdom of Solomon. Moses knew the ways of God as did Abraham and the apostles as well. This is actually eternal life, that we understand the One True God. John 17:3
