No, just your everday, run-of-the-mill kings. Proverbs are not prophecies.
The original audience wouldn’t have understood them that way (as prophecy).
A balance and scales of justice belong to Yahweh; all the weights of the bag are his work.
Proverbs 16:11 - https://www.biblegateway.com/passage?search=Proverbs 16:11&version=LEBKings in that time/culture created their own ‘justice’ system (think of even what David did) and no one dare break his personal sense of ‘justice’. V11 speaks against all these human concepts of justice.

Purgery (lying to the court) is still an egregious offence to this day.
God still sets up leaders and deposes them.
Kings then, as presidents today, still ruled at the pleasure of the people. Upset too many of your kingdom and there would be a revolt.
A king might get away with some things or being unjust in dealings with a few people but by and large he has to appease the majority of the people.
The major difference between modern governments and old monarchies is the courts and the manner of developing laws. The kings used to be the "Supreme Court" and the Lawmaker. Today it's usually done by some kind of representative group.
Even the SCOTUS' Judges don't necessarily follow the wishes of the president that appointed him...Breyer is a good example. He was appointed to be another conservative voice/vote on the court...but didn't turn out that way.
Ginsberg did become a liberal voice like Carter wished.
Clarence Thomas did exactly as predicted as well except for the conservatives.
So today the rule of any country is broken up into parts...no particular group gaining more power than the others. Unlike the monarchies of olde.

I believe, yes... To both.
Israel was set up to have God as it's King and courts to interpret God's Laws an commands. Although Moses was a prophet, his function was that of a King. When Moses died, Judges ruled the people until they cried out they wanted a central King like the other nations, and God granted them their petition.
Moses wrote about that day in Deuteronomy 17. Take a moment to read the entire chapter.
Solomon wrote Proverbs and although he failed miserably to live out Deuteronomy 17, he understood the proper conduct of a King as outlined in God's Laws. We see exactly those laws being lived out perfectly through King Jesus.

they would be in violation of their oath of office & the separation of powers written into the constitution if they considered the POTUS's wishes in any way at all when coming to their decisions.

It is Proverbs 16 and I see both an earthly king, but one who represents the attributes of God as being King of kings and Lord of lords in how they rule their kingdom.

Didn't happen once.
Not naming names...
But one president threatened the court one time to get his way by nominating several judges to the court adding to the number of justices that he thought would vote his way.
They capitulated.
The actual number of justices on the SCOTUS' isn't carved in stone or even mandated...any sitting president can add to their number at any time.

I meant in general, a proverb is not a prophecy. Would you like for me to post some that are not?
Or maybe the definition of the word will be sufficient:
proverbial saying, brief terse sentence of popular sagacity

One of the unique things about the book of Proverbs is the 31st chapter.
The chapter is stated to be about a wife...but no normal housewife can do all that and be same. Actually if taken as a metaphor for the Bride of Christ then the chapter fits perfectly. Because metaphorically Christ's bride does do ALL those things.
In translated form the proverbs lose much of their "punch". Teenagers and young adults would do well to actually do in depth studies over them.
I know several young men who needed to learn the lesson that these young "ladies" they were hanging out with were not going to be looking out for their best interests inside of a "committed relationship". As well as young ladies who got themselves caught up in relationships with men who had vastly different goals in life than what they expected.
It's a great book for young people to know and understand well. Brock is doing well in trying to get a hold of these concepts.
He is a young man still in school gaining knowledge... wisdom is the right application of knowledge. Knowledge is good...but wisdom is better.
My Grandpa was fond of saying," If you take a fool and educate him what do you have when you are done? An educated fool"

Okay.
An abomination to kings is doing evil, for by righteousness the throne will be established. The delight of kings are the lips of righteousness, and he who speaks what is upright he will love.

hmm this doesn't seem like a comprehensive list. it's only one verse.
but "by righteousness the throne will be established"

John 5:39 is imperative verb form. all the scripture testifies of Christ, and we are commanded of Him to search them, looking for Him in them. scripture isn't arbitrary or simple. it is the revelation of God to man, it is incredibly complex, and it is about Jesus Christ =]

Indeed, who can say how many things in the bible are not currently known.
