They weren't thinking, they weren't serious, in case you thought they were. Actually the caption is making fun of the picture because it looks like LOL meaning Laugh out Loud. But really its a stick picture of a person's head and their arms raised with waves of water under them, as if yelling, help I'm drowning in this water.

I only say this because being online I have noticed sometimes different cultures do not always understand each other and needs explanations

(Also, "if you see someone drowning call 911"?????? umm shouldn't you try to save them? Rather than calling then waiting for someone to arrive. Least in Oz that's what we'd do.
