Biblical scholar John Walton asserts Noah is the “one man” that Paul refers to in his address to the Athenians in Acts 17:26. But is he correct?

I think the one man is Adam. It would make more sense because Adam had no sin, and existed before Noah. The bible says Noah was blameless, but it says that Adam was perfect. There is a difference, when you look at context.
