Since many people are still trying to solve this puzzle, I am unable to answer you at this time.
But they tuned with the Ralph thread.

Dear Kevin, that's an easier question than you realize.
I once had my friend Bill France answer that exact question for me.
But since this is not my area of expertise, I suggest you go to his organization for the most accurate answer.
