That's how birds are today They just have smaller areas with scales, and larger areas with feathers. Not much new there. Let's go on...

This guy is from the Cretaceous. There were feathered dinosaurs long before that, so no. Archaeopteryx, a very avian-looking dinosaur, had fully-developed feathers, even assymetrical flight feathers.
