Not always,that fence has one hand written sign.ah I have a boat yard that has one on my route,I can photo that.

50000 volts,lol lined In without the pole pig.they hit that ,ain't clearing thar body until the power is off.
 
You can clearly tell it's electric. Then again I grew up around citrus,and cattle pastures .

Electric fencers for wire fencing used for livestock commonly outputs about 10,000v. But it is for short duration pulse and has an extremely low impedence so the electric current level through the body is extremely low and not life threatening. The feeling can be similar to the shock one feels grabbing a spark plug on a gasoline engine.

Many people mistakenly think that it is the high voltage that is dangerous when in reality it is the level of electric current flowing throug the body that does the damage. To achieve high current does require a certail level of voltage under cirtain conditions and that part is too complicated to explain in detail here.
 
We had one on a small Farm I lived and worked on when I was about 21-22 or so. It kept the cattle and Hogs in. Some thieves would cut the electric fence way in back in order to steal parts off some old cars on our property, then eventually the Hogs and Cattle could "sense" the fence was no longer on. They would then all make their way out and into the lush neighbor's Farm fields. It was quite a project trying to round up 53 head of escaped cattle and 15 Hogs. We had 4 Horses too. During rainy or damp weather you had to be careful grabbing the plastic gate insulator to remove the electric wire so we could drive in. Oftentimes the electric charge would go right through your leather gloves giving you a "jolt", lol.

The Nazis would use electrified fences to keep the POWS in. That charge would kill a man though, unlike cattle fence chargers.

If I read the 41st driving route next month ,I will post a photo of a commercial meter used solely to power a cattle fence at 240 volts.the circuit breaker box rated at 240 with Romex to the fence wiring.

It maybe a bit inhumane for animals who don't know any better because there minds are deficient and everytime they touch a fence they get electricuted. But not for humans. If Trumps builds a wall it should be electrified for added security.

I wonder that some people have a moral concern about dogs perhaps being harmed or severely frightened by an electric fence but are okay with applying it to people, including women and children at the border.
 
If there was a energized wall it would have to be at the top of the wall. Added security for those who try scale it, and people and animals at the wall itself would be safe from getting a buzz.
