Who was the "foremost or chief sinner", Paul or some "tempter" inside of him? What does the verse actually say, smaller? You are reading your theology into the verse.
The statement of fact, from Paul, is this:
1 Timothy 1:15
This is a faithful saying, and worthy of all acceptation, that Christ Jesus came into the world to save sinners; of whom I am chief.
Not "was" chief or "used to be chief" but "I AM", present tense, post salvation. We also know that sin is of the devil, 1 John 3:8.
I don't know about you, but I can certainly look to the devil, the tempter, in that statement and not blame and accuse Paul.
