Before God created Satan (not Lucifer, see note) He knew He would be using him in the way he is being used—to strengthen the believer and confuse the unbeliever, which manifests God by contrast of good and evil. Satan can never do anything for the unbeliever, but everything he attempts to do against the believer will only further the work of God (Phil 2:13) within the believer, as do all things (Rom 8:28), and this is inevitable regardless of the believer’s level of faith, understanding and service.

NOTE: Many have thought that in Scripture that the word Lucifer refers to Satan, but it doesn’t, it’s in reference to the king a Babylon, as is the context of Isa 14. Thought you might find this interesting, I did! We know that Jesus is “the bright and morning star” (Rev 22:16).

“How you are fallen from heaven, O Lucifer, son of the morning” (Isa 14:12)!

We also see other examples in the scriptures what happens in heaven - 1 Kings 22:18-23 ERV;

18 Then Ahab said to Jehoshaphat, “See, I told you! This prophet never says anything good about me. He always says something bad.”

19 But Micaiah said, “Listen to this message from the Lord: I saw the Lord sitting on his throne. All of heaven’s army was standing around him, some on his left side and some on his right side. 20 The Lord said, ‘Which of you will go fool Ahab into attacking the Arameans at Ramoth Gilead so that he will be killed?’ The angels discussed many different plans. 21 Then a spirit[b] went and stood before the Lord and said, ‘I will fool him!’ The Lord asked, ‘How will you do it?’ 22 The spirit answered, ‘I will go to Ahab’s prophets and cause them to tell lies.’ So the Lord said, ‘Yes, that will fool Ahab. Go out and do that.’

23 “So that is what has happened here. The Lord made your prophets lie to you. The Lord himself decided to bring this disaster to you.”
 
We also need to consider that Isaiah 14:12 can have a dual referent to Satan as he controls the nations by using that of man to come against God and lead the people astray.

In the Roman language Lucifer was the name given to the morning star Venus. The morning star appears in the sky just before dawn. In the Hebrew text the expression used to describe the Babylonian king before his death is Helal, son of Shahar, which can be translated as Day star, son of the Dawn. Jerome had mistranslated the Hebraic metaphor Day star, son of the Dawn, as Lucifer, and over the centuries a metamorphosis took place from the Latin in that of interpreting Lucifer into a fallen angel now named Satan. In the original Hebrew day star, son of the dawn is used, but not for that of Satan, but for the king of Babylon. Isaiah is using this metaphor for a bright light, though not the greatest light (Jesus) to illustrate the apparent power of the Babylonian king which then faded.
