How come it's not wrong for men to go topless at the beach?

How come it's not wrong for men to go topless at the beach, but it is for women? Wouldn't girls lust after guys when they are topless?

Yup, I think so. It is a little different for guys probably, but the temptation to lust is definitely there.
 
Many women lust also when they see a built shirtless man anywhere.
 
I don't have such a great body, It would be wrong for me to go on the beach topless :lol
