I'm wondering what can be done about this problem.

Just goes to show you how wrong term limits are.In fact, they're working on it. I guess that was one of the last things that Obama did before leaving office. An excerpt from the article;
Washington — President Barack Obama said Thursday his administration is giving $80 million in aid to for the research and development of loaves of bread either without heels, or heels big enough to properly butter without getting butter on ones fingers. Children are more susceptible to getting butter on their fingers than adults. Children's safety is paramount, Obama said.
Speaking to a gathering of mayors at the White House, the president called the small heels on bread loaves, an “inexcusable” situation. He noted money recently secured in the bipartisan budget agreement will help cities build the necessary machinery and tooling to either bake hell-less loaves of bread, or slicing machines which would eliminate undersized heels.
“We’re going to have that funding available to you by the end of next week, and that includes $80 million for the bread crisis,” Obama said.
“Our children should not have to be worried about getting butter on their fingers when they're making toast in American cities. That’s not something that we should accept.”
A White House official later said the revolving fund money would be made immediately available. The oval office will decide how much of the $80 million will be directed to each particular state, with preference given to states which may already have prototypes available.../
They're actually doing something about the problem.

Yeah.I can't even have the bread, much less the butter. But when I'm done with my diet you bet I'll eat the heals and lick the butter.
Heals are actually my favorite part of any bread.
