im not sure how they do that. when I looked at that they flat out told me that Tricare was better.
 
True, but since Medina wouldn't qualify for Tricare, USAA might be able to offer a good deal for him.

I will mention it to him. all they can do is say no.
 
That's true. And hearing 'no' isn't the end of the world. It could actually turn out to be 'yes' with affordable rates.
