Governor Hogan Unveils Tax Relief Measures

Exemption For Military Retirement Income

The administration’s Exemption for Military Retirement Income bill aims to eliminate income tax on all military retirement income, phasing in their relief over a period of four years, providing for 25 percent relief in the first year, rising to 100 percent. This measure would be effective for income earned beginning January 1st, 2015 and would impact over 50,500 veterans in the state who earn an average of approximately $28,000 in military pensions. Under current Maryland law, all but the first $5,000 of military retirement income is subject to personal income tax.

Hometown Heroes Income Tax Exclusion

In Part I of this bill Governor Hogan is proposing to exempt any retired law enforcement, fire, rescue or emergency personnel from tax on retirement income specific to their service as a first responder. This Hometown Heroes Income Tax exclusion would be phased in over a period of four years. Part II of the bill would also increase to $5,000 this year the Volunteer Police, Fire, Rescue, and Emergency Personnel Subtraction Modification Program, a program which provides an income tax subtraction or deduction modification for emergency services volunteers.
“The men and women who have put their lives on the line for us and who have committed to serving our nation and our communities have earned these tax breaks, and they deserve our thanks and support,” said Governor Hogan. “Many have created businesses in retirement, and ensuring that all retirees can afford to live and stay close to family and friends in Maryland just makes sense.”

"They come back" my father said
"They come back, they won't stay dead.
And I looked, and saw that he was weeping
"They come to me as I am sleeping
They come to me, and bring their wives
Oh, their tears cut me like knives
They come with children at their skirt
They will not stay beneath the dirt"
"What do you mean?" I asked him then
He said, "my child, do you not ken?
In war, my child, a man must kill
It matters not that it is not his will.
Oh, how many lives we take!
Widows and orphans we do make.
The guilt, it never fades away.
It is with me, to this very day.
Although it has been many years
Time has not served to dry my tears.
Listen, my child, and listen well.
I say to you that war is hell.

My Dad was a war hero...after being shot down, he managed to rescue a small group of POWs from behind enemy lines and lead them to. For this, he was awarded several medals. I'm not sure, but I think it was this act that earned him the Purple Heart. I remember being allowed to look through his cigar box...there were a lot of medals in there.
He saved several lives...but in so doing, he caused even more deaths.
Those days, and the people he killed, haunted him for the rest of his life...
My Dad...I miss you, Daddy!

can we not make this a political thread.
I just came back from the local memorial rememberance and we had a political speech there. while I agreed with a lot of what he said. I prefer to remember the men not the reasons for war whether they are good or not.

Today, all I want is to remember my Dad, and men like him, who fought for our country.

Thank you to all those who sacrificed in service to God, family, and country. One of my squadron mates died 12 years ago in a crazy helicopter accident in Iraq. A little private prayer of thanks for men like him tonight.

As a decorated War Veteran, can I make one point? People come up and they tell me Happy Memorial as though it is important to congratulate and i sure other Veterans that are alive, this holiday has absolutely nothing to do with anyone that survived, 11/11 is for us. to men like myself this is just inches short of being a holy day, it is a sacredday. In the spades we did not have the time for three to four funerals every week butevery one of those men were and are important to us.

This day should never be cheapened with trying to honor us, the men this day is to mark the memory for are the still wet behind the ears, 18 and 19 year olds that did not have enough sense not to go do the job. I made sure all of my men knew they had a 3.5 minute life expectancy from the time their ship left the PSP Pads. I do not belive there was that served the US in Combat that did not know the danger but these young men paid with everything. They never knew a wife or the joy of a new born little person that woulld grow up to look like them.

This is the day to remember them, I do.

I've thought about this nearly every day since 1969. That was the year my high school running mate died in Vietnam serving as a Marine Corps fixed wing aircraft mechanic. My memory of him is still as a fun-loving teenager, but I never got to know him as an adult, he never knew the joy of marriage and family.

Rest in peace, Ron.

Yesterday the honorary service was held indoors at the high school because it was raining outside. What caught my attention was the strong Christian influence in the service. I thought this unique considering how much we hear about the separation of church and state in this country. I should have counted, but it was too late by the time I thought of it, but I am willing to guess that the name of Jesus was mentioned probably 20-30 times if not more throughout the service. There was no Muslim, Buddhist, Hindu, or other religion represented.
