Is it really true that NOBODY says Jesus is Lord except by the Spirit of God?

No, not really. Paul gave a general rule of thumb to recognize the operations of the Spirit. It wasn't meant to be universally true all the time.

Barnes' Notes on the Bible:

The meaning is, not that no one has physical ability to say that Jesus is Lord unless aided by the Holy Spirit, since all people can say this; but that no one will be disposed heartily to say it; no one will acknowledge him as their Lord; it can never happen that anyone will confess him as the true Messiah who has not been brought to this state by the agency of the Holy Spirit.
What about false teachers that use the name of Jesus for personal profit?

Right. They are using the name of the Lord in vain, and not in heart.

No one can say lord of Lords unless they are first empowered to so . The many in Matthew 7 he never gave them power they took it upon thier own self.

We living in a dying body have just as much power not of our own to be born the first time. Surely the second birth is of God.

So I lean towards plenty of false conversions fake Christians dangerous ministries..,
