Well, lets take the founding fathers of the US of A as an example. From their own writings we know that they took the first few verses of Genesis as the foundation for how they set up the federal government of those states.
They looked at how God established the Sun to rule the day, and the Moon to rule the night, and there were the stars also. So they set up a three branch government, and established separation of powers, but with checks and balances, because they noticed that the moon is sometimes visible during the day (when it does not rule).
This is just one small example of the many passages of Scripture that they took and used the principles in them to establish the original government of the United States.
No, it is not sinful to use the passages of Scripture independently of their Biblical meaning. But it is sinful to take them out of context, twist their meaning, and try to pass it off as Biblical meaning.
