Evolution only sometimes results in a gain of function. Sometimes, as in humans, there is a loss of function. The evolution of the E. coli was evolution because it fits the scientific definition. If they had lost a function, that would have been evolution, too.
And you don't need a biology degree to understand that. Or you shouldn't.
