All humans are moral creatures and hence are able to receive the conviction of the Holy Spirit regarding wrong. But no, He does not otherwise dwell in all humans.Do all humans contain a little bit of the Holy Spirit or is this reserved only for believers ie Christians?
No, but we can render our hearts hard by continually choosing wrong.Are some people so evil that they can’t believe?

The scripture doesn’t promise he dwells in child rapists and Hitlers and the like. So we can decide, based on our experience of existence, the metaphysical limitations God has or we can accept we do not experience living as God does and go by what He has told us.As you know, Trinitarians believe that while there's only one God, the Godhead consists of three distinct persons - the Father, Son, and Holy Spirit.
All are said to be *equally* omniscient, omnipotent, omnipresent, eternal, and unchanging.
If this is the case, then there is no place in which the Holy Spirit does not dwell. If he is within you, for example, but not within me, then he is finite.

The Holy spirit can be grieved. The Holy Spirit can be quenched. The Holy Spirit can leave a man who was once so filled. This means that the HS not only isn’t in everyone but He can leave those he once dwelt in.
I believe the breath of life that animates all souls is holy spirit. The original word is Ruach. So my answer would be yes, God's holy spirit keeps all breathing creatures alive.Do all humans contain a little bit of the Holy Spirit or is this reserved only for believers ie Christians?
