Brother Mike,No, God is not in control. If God where in control things would look like they will when Jesus returns. You keep using the word Refute, but Satan is the god of this Word, He is in control of the Worlds systems and governments, not our Father. Satan gets that control through men who God gave the earth to us.
And what is the exceeding greatness of his power to us-ward who believe, according to the working of his mighty power, Which he wrought in Christ, when he raised him from the dead, and set him at his own right hand in the heavenly places, Far above all principality, and power, and might, and dominion, and every name that is named, not only in this world, but also in that which is to come:
(Eph 1:19-21)
This scripture does not refute that. We sit in heavenly with Christ Jesus, who is also far above principality and all power. Unless we the body exercise our dominion, then nothing gets done about wickedness or the devil. Since we have a flesh body, we have the right to operate under the authority of Jesus, and His Anointing, which the Anti-Christ denies that the Anointing is in Flesh, or Christ came in the flesh.

The biblical facts are contrary to what you are espousing. God is in control. We know from these Scriptures (emphases demonstrate God's control of all people and nations):

- Daniel 4:17 (ESV), 'The sentence is by the decree of the watchers, the decision by the word of the holy ones, to the end that the living may know that the Most High rules the kingdom of men and gives it to whom he will and sets over it the lowliest of men’.
- Daniel 4:25-26 (ESV), 'that you shall be driven from among men, and your dwelling shall be with the beasts of the field. You shall be made to eat grass like an ox, and you shall be wet with the dew of heaven, and seven periods of time shall pass over you, till you know that the Most High rules the kingdom of men and gives it to whom he will. 26 And as it was commanded to leave the stump of the roots of the tree, your kingdom shall be confirmed for you from the time that you know that Heaven rules'.
- Eph 1:11 (ESV), 'In him we have obtained an inheritance, having been predestined according to the purpose of him who works all things according to the counsel of his will'.

Satan is no longer ruler of this world:

Rom 13:1 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.

Rom 13:3 For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval,

Or, reexamine the scripture you used. Rom 13 is about the governing authority, and though they be ministers to punish the wicked, the system is far from being fair or right. It serves it's purpose, and I believe a innocent person is let free eventually, and sooner if they trust God. I have seen it over and over.
Are all enemies under the feet of Jesus? Has the last enemy been destroyed? Are we still going to die someday?
Is everything happening here on earth the Will of God, and shows God is in control? Only hard core Calvinist believe this.

Jesus clearly states that the ruler of this world is judged and about to be cast out; Romans 13 shows that governing authorities are appointed by God and are his servants; 1 Cor 15 shows that Jesus is in control now, and that he will reign until all enemies are under his feet--"until" means that he is reigning now.
You are presuming that for God to be in control that everything must be like it is supposed to be after Christ's return, but that is not biblical. The Kingdom of God broke through at Jesus's resurrection and his followers are to be doing his kingdom work to further his kingdom on earth. All things will be set right one day but that in no way means that God is not in control now.

None of this denotes God is in control though of everyone. God's will is not getting done in most people's lives.
Jesus did not say Pray thy will be done on earth as it is in heaven, because God's will was getting down perfectly here on earth.
God is in control where we will allow God to be in control. It's our choice, Not God's, and God gets no blame.
God said you choose, death or life, to be blessed or cursed. That is our part.
Yea, they turned back and tempted God, and limited the Holy One of Israel.

Num_14:34 After the number of the days in which ye searched the land, even forty days, each day for a year, shall ye bear your iniquities, even forty years, and ye shall know my breach of promise.
You can't tell me it's God being in control and his Perfect will when a whole nation is so full of unbelief that He had to break a promise to them. God does not break promises if man does what God says do, and it's no easy thing for God to have to take back His word to someone on account they won't listen.
You need to look at ALL the scriptures.
