That is what, even the Lost, in Texas understand it to be.I live up North and never heard it explained this way. It simply means to train up a child according to the word of God in all His instruction for every facet of our life that we remain in His will and bring glory and honor to His name. If the parents bring up their child in a loving Godly home that child will grow up and not turn from God.

It is not a biblical promise but rather a proverb, an observation about how things generally are. I've seen some very christian families who "trained up" kids in the fashion you described and the kids became believers...while some kids didn't. Because of that I think that interpretation is slightly flawed.
It's not flawed, but there is some flaw in how some parents are way to strict with their children that causes the kids to rebel against their parents.
Yes, I've seen that....but I believe it is God who saves our kids. Not how we bring them up.
If you train a child with biblical principles...those principles will stay with that child.
Proverbs 22:6 Train up a child in the way he should go: and when he is old, he will not depart from it.
We do bring them up with biblical principles as when they are ready they will accept Jesus as Lord and Savior without our forcing the issue down their throat as God will draw them to Himself.
