Was the Garden of Eden created H8549-perfect?

Well, not exactly, Ge 1:

31 God saw all that he had made, and it was very good [H3966 H2896]. And there was evening, and there was morning—the sixth day.
Genesis 1 did not say that God made the Garden of Eden H8549-perfect.

Was Adam created as a perfect human being?

The Hebrew word "perfect" (H8549) was not in Genesis 1. However, Adam was created in a state of moral purity, physical health, and spiritual harmony with God—essentially, "perfect" in the sense of being without flaw or sin at the time of his creation. God's work was perfect.

This perfection was not static or immutable. Adam was given free will (Genesis 2:16–17) and later chose to disobey God by eating the forbidden fruit (Genesis 3:6), leading to the Fall of Man. Imperfection set in. This introduced sin, corruption, and death into the world (Romans 5:12).
